Where are the boundaries of "reused content"

I hear of people getting banned/demonetized for reused content yet there is intentionally no clear definition provided by YouTube. For example people that create Shopify dropshipping videos and teach Facebook ads or do pranks or outdoor survival videos or car rally videos or gameplay footage are all basically creating videos based around the same content. The list goes on. So where is the line? Pretty much every video on YouTube has other videos that also resemble similar content. Is this just a power play by YouTube that they use to rationalize control and censorship over content on their platform? What is next political censorship due to "reused content" and other ambiguous content policies? via /r/youtube
